The year is 1919. Europe is only just rising from the ashes of the First World War, while a bloody civil war rages in Russia. At the borders of the young Republic of Estonia, the shadows of empires, the clash of ideologies, and the webs of espionage intertwine. Peace is fragile, and trust even more so.
The film tells the story of political and personal goals colliding at a time when the Tartu peace negotiations are about to begin and Estonia’s position in the world is still taking shape. The motives of Estonia, Soviet Russia, British intelligence, and the White Army differ, yet all are plagued by the same uncertainty: who is loyal, to whom, and why?
At the center of these events stands young Estonian officer Oskar Mamers, a war veteran and captain of the newly formed intelligence unit. His mission is to ensure that the Estonian delegation has strong cards to play at the negotiating table. To achieve this, he must gather secret information about the Russian delegation and prevent them from accessing Estonia’s plans. Mamers is tasked with overseeing an operation in which an Estonian spy is sent into the backrooms of the Russian delegation. Matters become even more complicated when Mamers’ personal relationships come into play.
"The Question of Loyalty" is a historical thriller about loyalty, betrayal, and the struggle to remain human in the midst of grand politics. Can truth be sacrificed in the name of peace? And is finding a single truth even possible in a time when everything can change in a single day?
