A QUESTION OF LOYALTY

Winter 1919. After two years of war, Estonian Foreign Minister Jaan Poska (50) opens to peace talks with the Soviets, defying the expectations of Western allies and the other Baltics alike. The university city of Tartu is chosen to host the talks, as the secret services from both countries swarm its cobblestoned streets in preparation for the historic event.

Oskar Mamers (35), a disenchanted former socialist and WWI veteran, is tasked by Poska with hunting down Soviet spies for the Estonian counterintelligence office, the TKO. Meanwhile, his former friend and comrade — now turned Cheka agent — Leonid Hurt (30) is deployed by the Soviets to counter Oskar’s efforts. Both born in Estonia but now on opposite fronts of the war, the two men share a deep bond with the city of Tartu and with revolutionary Liina Ivanova (30), a woman with a tragic past who is recruited as an infiltrator by both sides, becoming a wild card in their dangerous game of spies.

As the Cheka and the TKO clash behind the throne to each help their delegation at the negotiating table, Oskar will have to crack the mystery behind Liina’s allegiance if he wants to foil Leonid’s plan and give Poska a chance at striking peace on Estonia’s terms. Before the talks end, the three former friends will have to confront their own tangled pasts, choosing whether to fight for their ideals, their countries, or the fractured bond they once shared.

It will befall on Oskar to solve the riddle of Liina’s allegiance and stop "Operation Manifesto" before it is too late, shaping the future of both countries — and the world — for many decades to come.
